Sen. Charles E. Grassley (R-Iowa) asked for a "full-blown accounting" of the $15 million investigation, which took close to seven years, this includes,many wrong turns. Rep. Rush D. Holt (D-N.J.) whose district the letters were mailed from wanted hearings to address questions like "why investigators are so certain that Ivins acted alone."(23 ).

Ivins pass two Polygraphs one was due to a security requirement to work as part of the team that investigated the anthrax letters. The second after he became a suspect. Also FBI handwriting analysts could not tie Ivins hand writing to the writing on the notes with the Anthrax letters. Neither test are absolute,but if these test had turned out the other way the FBI would demand banner headlines (24 ).
