Some corporations who's employees self insure (provide their own health care plans to their workers) draw on their personnel or medical claims for privacy violating information (10 ).

Software and networks have problems one are glitches or bugs in the programming or networks that cause a multitude of problems. another is people who hack into and or publish information online.
General glitches and bugs
It was disclosed that over a five year period nearly a third of medical records systems in VA health care system had glitches that cause false information and led to some improper or delayed treatment (11 ).
Another example is across the country patients at Veterans Affairs (VA) health centers were given incorrect doses of drugs, and may been victims of other medical errors due to a software glitch in the VA electronic health records. The errors were first notice in August of 2008 and lasted until December 2008. Its not believed anyone was harmed in this incident(12 ).
Digital privacy issues
Medical privacy advocate Dr. Deborah Peel, explains "Because of the primitive state of health technology, there are a lot of risks with electronic records, frankly far more than paper," and she noted "They can limit employees to certain parts of your record, but most hospital-based systems don't even have that."(13 ).
A patient at West Penn hospital went online to pay her medical bill online, and was shocked to discover she could access other peoples medical records. An investigative TV reporter Rick Earle confirmed that she could view the information of 85 other patients, the information was patient's name, address, medical procedure and costs (14 ).
Director of the Center for Digital Strategies M. Eric Johnson said a simple search of file sharing networks uncovered medical information. Information like lists patient names, Social Security numbers, birth dates, insurance carrier names and insurance diagnosis codes. two spreadsheets he had contain information on 20,000 patients, four were being treated for HIV, 326 for Cancer and 201 for mental illness(15).
