Also weren't you critical of former president Bush picking and choosing what congressional statues he could ignore. What about the letter Democrats from Congress that said "During the previous administration, all of us were critical of (Bush's) assertion that he could pick and choose which aspects of congressional statutes he was required to enforce," and also said We were therefore chagrined to see you appear to express a similar attitude(7 ). The letter was in response to your statement saying you don't have to comply with provisions of the war spending bill that put conditions on aid given to World Bank and International Monetary Fund. You also said you wouldn't allow the legislation to interfere with your authority to conduct foreign policy and negotiate with other governments.

A note on "your" Economic Stimulus package, despite the crowing of the success of this program by Joe Biden, there have been problems. These problems include delays in releasing funds questionable spending and projects that are under investigation (8 ).
