It is reported that the Spanish prime minister told George Bush at Bush's ranch in Crawford, Texas February 2003 that Saddam would be willing to go for 1 billion dollars and take information on weapons of mass destruction with him (1 ).

Bush appeared serious that Saddam would go into exile. Bush said "The Eqyptians are speaking to Saddam Hussein," and continued "It seems he's indicated he would be prepared to go into exile if he's allowed to take $1 billion and all the information he wants about weapons of mass destruction." (2 ).

The late president of United Arab Emirates Sheik Zayed bin Sultan Al Nahyan, also reported hearing of the exile offer weeks before the invasion at an emergency Arab summit in Egypt in February 2003. The offer was rejected by the Arab League (3 ).
