(13 ).
Former deputy secretary of state Richard Armitage Acknowledged that the harsh treatment of terrorism suspects by the CIA was torture and saud "Had I known about it at the time I was serving, I would've had the courage to resign. But I don't know. It's in hindsight now,". He also blamed the Bush Administration and Congress for this he said "They weren't doing their job,"(14 ).
